Gray Line Proposal Progress

April 2002 | Gray Line included in
CATS Shared Path 2030 Program:

The Gray Line proposal has been accepted by CATS (the Chicago Area Transportation Study) for review
and consideration through it's Shared Path 2030 program.

$100 million in funding was requested to implement the plan.

It has been assigned RTP Proposal ID # 01-02-9003, and it will be reviewed and analyzed by CATS, along with all the other transportation proposals submitted to the Shared Path 2030 program, leading to CATS RTP Recommendations in fall of 2003.

April 2003 | CATS unveils it's Draft
2030 RTP Recommendations:

During April and May of 2003, CATS televised it's Draft Shared Path 2030 RTP Recommendations, and hosted Shared Path 2030 meetings for public comment and input, throughout Chicago and the suburbs.

Subsequent CATS recommendations on each project will be based on input from the public following these meetings.

May 2003 | CTAQC scores CATS
Shared Path 2030 projects:

CTAQC (the Chicagoland Transportation and Air Quality Commission, part of the Center for Neighborhood Technology) in May released it's preliminary ratings of projects submitted to CATS Shared Path 2030.

The projects were judged on various criteria of environmental impact, and economic factors and benefits.

With a score of 78 cumulative points - the Gray Line proposal earned First Place by providing much in terms of congestion mitigation and air quality, little in terms of environmental impacts, and benefiting the largest number of people for the least cost.

Also included in the CTAQC study was NIPC's (the Northeast Illinois Planning Commission) separate study of the submitted Shared Path 2030 projects, in which the Gray Line proposal was one of only 13 (out of 200+ submitted projects) which provided NO discernable negative environmental impacts.

Fall 2003 | CATS releases it's Draft RTP for public comment, places Gray Line for quick funding:

In July of 2003, CATS released it's preliminary Shared Path 2030 Draft RTP for public comment during the month of August, comment period closed on September 2.

The Gray Line proposal (CATS RTP ID # 01-02-9003) was included in the Draft RTP as "Improvements to Metra Electric aka Gray Line".

In September of 2003, CATS placed the Gray Line proposal (as "Metra Electric service upgrades") in the Draft RTP's second, or "system" (for quick funding turnaround) tier, in it's ranking of submitted Shared Path 2030 projects.
