The Hearing Ear Dog Law Information Center was founded in 1995, by Beau,CGC,TDI, and owner/publisher Karen Catalioto. The Center was actually named after a booth that we had at a local Phoenix mall, where we gave out pamphlets about how to train your own dog to be a Hearing Dog for the hearing-impaired. We are a non-profit organization, and we do this as a hobby just to help others with legality and rights to having a Hearing Dog, such as how does the Dog become officially a 'Hearing Dog', housing rights, access rights out in public (hotels, stores, public transportation, you name it...except usually zoos). We are not a panel of attorneys nor do we interpret the written laws. We just provide photocopied information from various sources familiar with all Assistance Dogs (hearing, sight-impaired, physically-challenged, health (like seizures)). We do not get paid to provide such a wonderful service, but we do accept small donations to cover postage, paper supplies, etc.
As time goes by, we may add more information or links to this Page. We thank you for your previous donations, and for helping our booth to become a success. Thanks for your time!
Important note: We are not a panel of attorneys nor do we provide or train Dogs. We will help, generally, on legality and offer tips/advice on training Hearing Dogs. We also do not employ anyone; this is all-volunteerism. Thanks.
Brief Legal Information on Civil Rights... Arizona Revised Statutes: Title 11, Section 1024. "Dog guides and service dogs; rights; procedures; violation; classification; definitions." A.D.A. Federal Register Section 36.306(c) (supercedes all State Laws) "requires public accommodations generally to modify policies, practices, and procedures to accommodate the use of service animals in places of public accommodation."
Subsection F. "Any person who violates any provision of this section is guilty of a class 1 misdemeanor." (1994)

Beau on the TV show, Sign Out, in a Christmas, 1996 episode about training him to be my Hearing Ear Dog for the hearing-impaired. Host is Stu Brackney, Sign Language Interpreter (open-captioned here) is Christine Chaillie (on right of screen). Aired on ABC channel 3 locally, and on Kaleidoscope nationally on cable channel 11.

...and Me! Boy, was I pretty nervous. BTW, it was Beau's & my first TV appearance.
This is Beau at our booth at that local mall, Chris Town, in Phoenix, Arizona! This was our first booth in 1995 for the "Reach Out, Speak Out, Sign Out" (ROSOSO) festival, which educated the public about hearing loss and our needs (we subsequently manned a booth for the second time in 1996). We were lucky that our request was granted, and we were situated right by the main entrance in front of JC Penney (I mentioned that there would be Dogs, and that we'd need to be near outside for potty!). Sadly, Penney is no longer there, and the annual ROSOSO seems to have been terminated. Hopefully, we may have a booth again in the future.

Hearing Ear Dogs in entertainment: • The Guiding Light TV soap opera (1990s) • Sue Thomas : F.B.Eye 2002 cable Pax-TV series . A factual story about investigator Sue Thomas and her Hearing Ear Dog, "Levi" (Golden Retriever), working for the FBI in Washington, D.C. Please watch the show Sunday nights to offer support and keep the show on the air. There will be sign language and lip-reading, as well as "Levi", in many scenes!
