Phil Ratte graduated from the University of Minnesota with a BME (Bachelor of Mechanical Engineering) degree in 1961. A few years later, he got his license as a Registered Professional Engineer in the State of Minnesota and later in the State of Wisconsin.

In 1978, Phil ran for the U.S. Senate on a platform of new energy related ideas that included ethanol blended fuels.

From 1979 to the present, Mr. Ratte has tested over 100 devices and additives that promised to save fuel and reduce pollution.

In the 1980's, Phil was involved in the design of 4 buildings using SolarCrete. Three commercial buildings and one home which use 75 to 80% less energy than similar buildings of other designs. These buildings should last 300 years. They are earthquake proof and will withstand 300 mph winds.

From 1981 to 1990, Phil worked with an inventor, Herb Hansen, to develop two prototypes vehicles that ran on 1/3 ethanol and 2/3 water. Herb died of a major stroke at a very convenient time for the Oil Cartel. Two months after Herb died a team of 5 U.S. Secret Service Agents entered Phil's home with a warrant and copied his files on this ethanol project. When Phil tried to find out what the Probable Cause was to issue the warrant, he found that the Federal Judge had sealed the file for "national security interests".
Phil has personally known 4 men possibly including Herb who died after refusing big money for their very promising energy saving devices. Phil knew another man who was converting carbureted engines to get over 100 mpg. He had two serious automobile accidents. The last one put him in the hospital for over a year. He no longer converts carbureted engines.

In 1986, Phil ran for Governor of the State of Minnesota on a platform that proposed using ethanol from Minnesota corn to greatly reduce our dependence on Muslim oil. In 1987, Governor Perpich signed the law that made Minnesota the first state that required ethanol blended fuels to be sold at all gas stations and provided a subsidy for ethanol producers. Minnesota is now the leading per capita producer of ethanol in the USA. In 2006, Minnesota had more gas stations selling E85 than all the other states combined. E85 is the 85% ethanol fuel blend that can be used by the Flexi-Fuel vehicles made and sold by all the major car companies. E85 fuel usually sells for 40 to 50 cents less per gallon than unleaded. The drawback to ethanol is it contains 40% less energy potential than Petro Poison.

In 1991, Phil was hired to do testing for two companies that were selling magnetic fuel saving devices. He appeared as an expert witness in a criminal trial in Missouri. His success there caused the 29 states that were prosecuting the second fuel saving magnet company for criminal fraud to quietly drop their cases.

It is very strange that after 1994, magnets could no longer improve fuel efficiency in some cars. In 1996, all cars sold in America could not become more fuel efficient with the use of various fuel saving devices that worked previosly.
The OBD2 computers in cars at that time have oxygen sensors in the exhaust. When the oxygen content in the exhaust goes down, the computer signals the fuel injectors to spray more fuel into the cylinders. This is necessary to keep the temperature high so that the catalytic converter will work. Devices and additives that improve combustion, reduce fuel consumption, and reduce pollution, and also reduce the exhaust temperature. When that happens the OBD2 computer increases the amount of fuel injected into the cylinders thus defeating the fuel saving products.
It is Phil Ratte's professional opinion (that he can prove in court) that the combined operation of the OBD2 computer, the oxygen sensors, and the catalytic converter increases fuel consumption and increases pollution in all our gas powered vehicles. Who benefits from this situation, the Oil Cartel, the State fuel tax authority, and the Federal Fuel Tax authority. This is the main reason that in 2007 Europe had 113 models of cars that got 40 to 60 miles per gallon including many models made by Ford, Chrysler, and GM, while the USA had two models of cars that got just over 40 mpg - both Japanes hybrids that cost a lot more than cars with only one engine. This is also one of the main reasons that GM and Chrysler are bankrupt and Ford isn't far behind.

In 1999, Phil used a (a) fuel saving magnet that cost $3.20, a (b) gas additive and an (c) oil additive to increase the fuel efficiency of a 1994 Geo Metro by 44% from 44 mpg to 61 mpg at highway speeds. This is no longer possible because of the OBD2 computers in all American gas powered cars.

Phil has also tested an electronic device that he calls the great grandson of EFIE. It is installed between the car's computer and the oxygen sensor(s). This device neutralizes the OBD2 computer and allows cars built since 1996 to successfully use fuel saving devices, magnets, and additives.

The ceramic magnets reduce fuel consumption by up to 12%. Both of the additives reduce fuel consumption by 20 to 30%. Some gas engines require one of the great grandsons of EFIE to get optimal fuel efficiency.

In 1996, Phil went to Ohio and met with
Stan Meyer who had 24 international patents on process to use the electrical treatment of plain water to efficiently
provide hydrogen for fuel.

Phil has been working for over 5 years with Robert Krupa, the inventor of the Firestorm Spark Plug, an incredible new development that creates plasma in the cylinder. Plasma is an electron firestorm that converts any vapor in the cylinder to its atomic constituents and immediately burns them completely. The production of plasma is so fast that a high speed video at 10,000 frames a second was necessary to view the plasma formation. Testing by the inventor showed an increase of fuel efficiency of 40 to 70%, a 30 to 40% increase in horsepower, and virtual elimination of all elements of pollution.

Phil's team is fabricating a magnetic electric generator that is supposed to produce FREE electricity. The concept looks very interesting. In a week or two, we will know if it actually works.
Phil is investigating a product that claims to be the 4th state of water. It is an HHO gas that is very different from Brown's Gas. If this gas is bubbled through ethanol it doubles the energy potential of the ethanol making it 20% better than Petro Poison. 165 proof ethanol (17.5% Water) may be able to run Flexi-Fueled vehicles with no conversion whatsoever. Can you say BYE, BYE Exxon? That is the same fuel that powered Henry Ford's Model A cars.
