Constitution and By-Laws
Savvy Riders 4-H Club

Article I - Name and Purpose

Section 1. The name of this club shall be the Savvy Riders .

Section 2. The purpose of this club is to aid in the development of it's members through practical research-based practices, club meetings, demonstrations, clinics, tours, fairs and other activities to bring about better understanding of the horse, miscellaneous projects, management practices and the development of confidence and leadership skills.

Article II - Membership

Section 1. Membership shall consist of all youth in Kindergarden through age 18, as of January 1.

Article III - Officers , Duties, and Terms

Section 1. The officers of the club shall consist of: President, Vice President, Secretary, Treasurer, Reporter/Photographer, Health/Safety Officer and Recreation Leader.

Section 2. The duties of the officers shall be defined in the by-laws.

Section 3. The terms of the officers shall be define in the by-laws.

Article IV - Meetings

Section 1. There shall be at least 8 business meetings of the club each year. With the first official meeting of a new year being held in January.

Section 2. Members must attend at least 6 meetings each year.

V. Amendments

Amendments may be made to this Constitution. They may be prepared by any member or Advisor/Leader of the club and reviewed and approved by the officers and Advisors. They are announced at a regular club meeting and may be established by simple majority vote of the members present.

Article I - Officers

Section 1. Election of officers.
To run for office, the candidate must be an active club member.
The officers shall be elected by ballot at the January meeting and be installed the following month after election.


Section 2. Duties of Officers

PRESIDENT: Shall preside at all meetings of the club and have in mind at all times the best interests of the club. Must know and follow parlimentary procedures. Appoints necessary temporary committees, works with
Advisors to see that each meeting runs smoothly and helps keep order during the meetings.

VICE PRESIDENT: Shall perform the duties of the President when the President is absent and serves as chairperson of the program planning committee.

SECRETARY: Shall keep written minutes of all meetings, shall place one copy in the Secretary's notebook, and send one copy to the Organizational Advisor within seven (7) days of a meeting. Shall act as club correspondent in matters pertaining to the business of the club, and shall keep a current enrollment and attendance record.

TREASURER: Shall receive and take care of all money belonging to the club, and shall pay out at the order of the President and Advisors, after a club action. The Treasurer shall keep an accurate and up-to-date financial records.

REPORTER / PHOTOGRAPGHER (Historian): Shall write articles and newsletters about club meetings and special events to submitt to local newspapers. Shall take photos of members at special events and activiies. Responsible to keep notebook of all articles and of club photos.

HEALTH / SAFETY OFFICER: Shall plan & conduct a health and/or safety program / activity at each club meeting.


RECREATION LEADER: Shall plan and conduct recreational activities at club meetings and special functions. In charge of refreshment list for club meetings.


Section 3. If the President is unable to fullfill his/her term of office, the Vice President will serve as President. A new Vice President will be elected from members of the club who do not currently serve as an officer. In the case of another officer resigning from office, a new officer will be elected from the members of the club who do not currently serve as an officer.


Article II. Committees

Section 1. STANDING COMMITTEES: Are those committees the club needs throughout the year to conduct the work and activities of the club.

The following standing committees shall exist:

PROGRAM COMMITTEE - Assist the Vice President and Advisors in planning the yearly program, contact's outside speakers, plans clinics and workshops, etc, helps prepare yearly calendar.

FINANCE / BUDGET COMMITTEE - Assist club Treasurer, plans and conducts fund raisers.

SPECIAL ACTIVITY COMMITTEE - Plans special events, field trips, trail rides, campouts, cookouts, etc.


Section 2. Sub-committees and special committees can be established as needed.

Article III - Meetings

Section 1. Regular business meetings shall be held monthly as is convienent. The date and time shall be choosen to be best for most members.

Section 2. Special meetings may be called with the consent of an Advisor.

Section 3. There may be required meetings planned, in which case if the member is not available, an adult representative must attend.

Section 4. Each meeting must begin with the Pledge of Allegiance and the 4-H Pledge, unless voted otherwise due to unusual circumstances.

Section 5. Order of business for regular meetings shall be as follows: Call to order; pledges; roll call; reading and approval of minutes; treasurers report; committee reports; unfinished (old) business; new business; announcements; adjournment of business meeting; program (educational project time) and recreation period.

Section 6. Meetings shall be conducted by parliamentary proceedures. Roberts Rule of Order will be used as a guide in conducting the meetings.

Article IV - Membership

Section 1. Membership requirements for this club is as follows:
1. All members will be required to attend at least 6 business meetings and participate actively; do a demonstration or illustrated talk; participate in at least one (1) club community service; participate in at least one (1) club fund raiser..


Article V - Amendments

The by-laws may be amended at any regular or special meeting of this club with approval of Advisors by a majority vote of those members present.
