This year's "BLAZE ON THE BEACH" is Friday, July 17, 2009 at Donovan's Reef, Sea Brite, NJ...We get there by NOON but the open bar "technically" doesn't start till 1;00 (yeah, right!)...it's OPEN BAR till 5:00PM and then, well, you know what happens! Some good hearted soul (maybe the guy who hits the 50/50, wink,wink) opens it for another hour and then some other good hearted group or groups (nameless) opens it for another hour...well, you guys get the picture! There's burgers, hot dogs, chicken and such off the grill included...ticket for door prizes included with entry...$10 50/50 and Mike Kormash Signature Series T-Shirts on sale! DJ Ray Montalvo and our own Newark Fire Pipe and Drum Band...It's a great time for a greater cause!
Al Carlucci, Anthony (Grip) Campos, Damian and myself will around the field with T-shirts and 50/50's over the next few weeks and they'll also be available that day...$50 at the door...We're getting more and more of our reitred guys there every year and LOVE to see that! Hope to see you all there, RAIN OR SHINE! Cause we don't mind a little water if it happens...

PROMOTE FIVE NEW BATTALION CHIEFS AT CITY HALL CEREMONY
Five veteran firefighters advance in rank to lead Department
Newark, NJ - May 21, 2009 - Mayor Cory A. Booker, Fire Director David Giordano, and Fire Chief Michael Lalor promoted five new Battalion Chiefs at a City Hall Municipal Council Chamber ceremony this afternoon.
In a Chamber full of relatives and friends, Deputy City Clerk Ken Louis administered the oath of office to the five chiefs. The names of the new chiefs are on an attached list.
“It is always a pleasure to promote deserving members of our Fire Department to positions of higher leadership,” said Mayor Booker. “These are men who have defined heroism and courage in our neighborhoods and streets, saving the lives and property of our residents, inspiring their colleagues with their professionalism, compassion, and commitment to community. They work miracles on a daily basis. Now, as they step up to higher positions and greater responsibility, I ask them to work new miracles in our City’s continuing transformation.”
“Our five new Battalion Chiefs truly exemplify the character and commitment the Fire Department for the largest city in state has to the residents of Newark and to their families. They have led by example and energy in the heat of battle against fires, learned about the continually changing threats we face -- hazardous materials, terrorist acts, and environmental issues -- and led and mentored the new firefighters who have entered the force behind them. In doing so, they have shown the highest excellence and professionalism, and we are proud to reward them today and challenge them further with these promotions,” said Director Giordano.
In his remarks, South Ward Council Member Oscar James noted the bravery shown by firefighters in the recent blaze in the apartment house at 2 West Kinney Street that left several families homeless and a tenant charged with arson and attempted murder. “That incident demonstrated the bravery and commitment our Fire Department has to save lives and keep our residents and neighborhoods safe. Today is also a great opportunity for us to thank the families who are always worrying about you for their dedication to our city by supporting the great work you are doing,” he said.
Chief Tom Reiss, a 29-year-veteran of the Department pointed up the advantages the promotions have for its leadership. “This really benefits the Fire Dept in terms of safe operations and increased supervision,” he said.
“I’m extremely proud, honored, and looking forward to working with you as Chief Officers,” Chief Lalor said. “As Chief Officers, you’re going to play a major role in how this department moves forward in the future.”
The newly-promoted Battalion Chiefs were ecstatic. For Richard Gail, putting on his new rank after 16 years with the department, it was a “Feeling I can't even describe...it’s been a long time waiting and a lot of hard work that definitely paid off. This is a great department with terrific people and I'm proud to be part of it."

Feb. 1--The New Jersey Attorney General's Office is investigating allegations that questions on a fire-captain exam circulated in a Camden firehouse around the time the test was given, fire officials said.
Since questions that the Camden firefighters answered were also used to test other New Jersey firefighters, the probe may extend beyond Camden, according to firefighters interviewed by investigators.
The state Attorney General's Office, as a matter of policy, would not comment on the existence of the investigation.
"It's an administrative investigation that could turn criminal," said firefighter Kenneth Chambers, president of International Association of Fire Fighters Local 788. "They're investigating to see if there's an inside job."
Investigators have interviewed dozens of firefighters. Chambers said he had represented about 25 in meetings with investigators.
"There was a complaint that there might have been information about the examination that was compromised," said Camden Fire Chief Joseph Marini, who said investigators had not interviewed him. "The investigation is confidential and being done by the state, so I'm not privy to the particulars."
The exam covers a range of topics related to effective, safe firefighting, and firefighters who pass it are eligible to become captains who command teams on fires.
Firefighters said in interviews that a day after the exam was given in May, a firefighter at the Liberty Street station found questions for the oral part of the exam, which the state Department of Personnel administers.
The three-page document was turned over to authorities.
The questions involve highly specific firefighting scenarios, and firefighters said test-takers were never given copies of the questions, even afterward. Other departments took the same exam after Camden, they said.
The investigation apparently has delayed the release of results of the exam statewide, which might slow promotions.
Each test is proctored by officers from other New Jersey fire departments. The first half is written, and the oral portion is monitored on audiotape and videotape.
One motivation to cheat could be financial, Camden Councilman Frank Moran said.
"It is prestigious to be a captain in the Fire Department because of the amount of overtime they make," said Moran, Council's liaison for public safety. "There is a potential for something fishy going on."
Last year, the department's 50 captains collected $1.5 million of the $3.7 million in department overtime, for total average pay of $130,000.
They earned three times as much overtime as regular firefighters, and more than $50,000 more in total pay. One captain earned more than the fire chief.
Moran said the scandal may include other departments.
"This may open a Pandora's box," he said. "This may be something that is going on throughout the state, throughout the country."
In fact, cases of cheating on fire department promotion exams have been reported recently in Orlando, Boston and Baltimore.

Tom,
 
On November 1, 2008, a long chapter of the Newark Fire Department History will come to a close.  For the first time in 104 years, a father or son in the Titcomb family will not be active members of the Newark Fire Department.  I, James Titcomb, will be retiring after thirty fantastic years as a member of this department as a Battalion Chief.
          My great grandfather, Clifton Lewis Titcomb joined the department on August 11, 1904.  His son, my grandfather, Clifton Titcomb, joined the department in 1924.  His son, my father, Clifton Paul joined the department on June 1, 1947.  Finally I joined the department on June 19, 1978.
          We have a long and proud history in this department, and I like to think it was better because we were here.   My great- grandfather was the Chief Engineer of the Fireboat Brennan; my grandfather was a member of the department for 41 years.  He also made and sold Firemen's and Policemen's Cough Medicine.”  My father had a 37 year career:  as a firefighter at Truck 1, then most of his time as a Captain at Truck 9, retiring in 1984.  I am retiring after 30 proud years as a Battalion 1 Tour 4, which fulfilled a life-long dream of becoming a firefighter. 
          I am proud that the Titcomb's have been a part of The Newark Fire Department family, as no finer fire fighters have walked the earth.  On behalf of the Titcomb family, past and present, I would like to thank all the Officers and Members of the Newark Fire Department for making the Titcomb Chapter such a shinning success.

There has been much talk about the impending captain's list and the fact that it is being delayed due to an ongoing investigation about someone stealing the exam before it was given.
We, the Board Members of the United Civil Servants Association, have been keeping a close eye on the progress of the exam's assessment and promugation of a new promotional list.
At this time, according to our contacts in the Department of Personnel in Trenton, the exams have been assessed and are now at the Justice Department in Washington,D.C.
As many of you may already know, all consent decree municipalities must have their promotional exams filter through Washington so that the powers-that-be can rubber-stamp the exam "fair and equitable". (yeah! like they know what THAT means!) That being said, our contacts in Trenton have assured us that although there is an investigation ongoing regarding this accusation of theft, it has not delayed the process. The DOP timetable for promugating the list was and still is early January. The current captain's list will remain active until the new list is announced.
This accusation of theft seems to have its roots in Camden, where we have a U.C.S.A. Chapter. Our members there have led us to believe that this investigation had already taken place and no evidence to support the accusation was found.
We would like to assure our membership that we're keeping close tabs on this situation and will pass on to our membership any and all pertinent information as it is gathered. For now, we intend on writing a letter to Trenton expressing our interest in this investigation. If indeed it is still active, we would appreciate being notified by mail of any changes in the process.
When the DOP responds with a letter better explaining this situation, we will make every effort to include a copy in our next mailing.
Should this mailing not occur before the holiday, I'd like to take this time to extend best wishes to our membership to have a very Merry Christmas and a Happy New Year!

Captain Reiss daughter of Deputy Chief Tom Riess is currently serving as the Assistant S3 Plans, 20th Engineer Brigade (Combat) (Airborne). Some of her duties include: Collating information from field units into a situational report for regional Commanders; Acting a liaison with the Iraqi Army Engineer Corps for training and organization; Developing a program similar to the Depression era WPA programs that employs civilians to rebuild the infrastructure of Iraq while providing jobs and money into the local economy. Needless to say, we are very proud of her efforts as well as all who serve or have served in Iraq.

   Greetings to All, and I hope you all had a great holiday season and a start to a good New Year.
I would now like to take this time to thank everyone for another successful year for the
F/F Michael J. Delane fund. We've helped the citizens of Newark with our donations of food to St.Johns and the Sisters of
Charities food kitchens. Help went out to brothers in need. Donations to send packages to our services members in Iraq and Afghanistan. We made our annual Christmas trek to the hospitals and there children's wards and put a lot of smiles one the faces of hundreds of kids who had to spend there holidays at the hospitals, plus many other fine causes such as Breast cancer, and autism.
   I would now like to thank the many people who made these events possible.  The Day at the Races was another great
success. This would not be possible without the help of so many. The grill staff of Tommy Mellilo and Norm Bellina,
Mike Wells, Tom " 39 and 3/4 and out" McGovern, Damian Emerick. A special thanks to my family for all there help.

To the members of the Newark Fire Department, past and present.
 
   The day has finally come when I am retiring from the best job in the world. I have had the honor of knowing and working with firefighters second to none for almost 40 years. In that time we have gone through good times and bad. We have had one walkout, layoffs, demotions, line of duty deaths, riots, serious injuries, countless civilians have died. I have watched the department go from 1100 members down to what it is today. I have also watched salaries go up from $7000/yr. to what we have today. Were it not for the efforts of our unions and binding arbitration we would still be sending a bag man to city hall. We have been to hundreds of funerals for good men who gave their life from breathing years of smoke and chemicals unknown. No department in this country could fight a three story frame better than Newark. They say we do it for the city, true to some extent but I'm sure you will agree that the real reason is we do it for each other. We have our disagreements,but when the bell hit they were forgotten. Many of you have watched my back over the years, for that I am grateful. As an officer, I have always known you are only as good as the men you work with and I have worked with the best. Many changes have occurred, some for the better, but one thing will never change, and that is the camaraderie that I have felt. I will always remember that.    Thank you Brothers    Tom

Jacqui Kapinowski recently finnished 3rd overall for women in a International Wheelchair Race at the Berlin Marathon on September 30 in Germany. Out of 240 wheelchair athletes she was the top American. Jacqui will tryout for the US Olympic Team next month with the hope of representing the United States in the World Games in February 2008. "How cool is that" she said when reporting her success and future plans. The Newark Fire Officers is one of the proud sponsors of Jacqui who happens to be the wife of retired fire fighter Harry Kapinowski who spent 25 years at Engine 12.

to all "blaze on the beach" attendees and contributors:
every year, i must sound like a broken record when i say "it was our best year to date!" but truth is, it ALWAYS is!
once again, our guys (and gals) came through and made the 2007 blaze better than last year. 2006 blaze was attended by 138 members and friends and this year was a whopping 193!
we hope all who attended had as good a time there as we did organizing it. to me, its the best day of the year for our department. our guys (and sometimes their girls) show up in force, reach deep into their collective pockets and raise a few bucks while strengthening our bond as firefighters taking care of our own.
there are way too many people to thank, but i'll try my best to remember a few: the crew from donovan's reef who roll out the red carpet for us, both our unions, chuck and luther as well as john and gerard, you're invaluable to us AGAIN! united civil servants assoc and the hispanic firefighters assoc seem to support each others causes as well as the blaze, THANKS AGAIN! director giordano and chief lalor who openly support this cause and jimmy willis who started this snowball rolling 11 years ago. THANKS!

In Memoriam Michael J. Delane Rescue 1

Firefighter Michael J. "Elvis" DeLane
 
   Mike died in the line of duty Oct.29,1994. I was his Captain in Rescue 1 tour 3 at the time. As time goes on, my thoughts of him are always with me. Mike was a guy any captain would be proud to have. He never complained about anything. His sense of humor made working with him a joy. I remember jobs where he had to be ordered out of hairy situations before he would abandon his assignment. He was a firefighter in every sense of the word. At 6 feet four 230 lbs., he could break a door , pull a ceiling or carry a victim without breaking a sweat.
   His name is added to the many members  that gave their life on the granite wall behind city hall as well as the bronze plaque at Rescues door. He is remembered by the fund set up in his name by his former crew. He probably would have been a Deputy Chief by now had he lived. As time goes by, I hope we never lose sight of of our guys sacrifice to the department and city and most importantly to each other." We miss you Brother"

   As of 12:01 am (est), I will be OFFICIALLY retired from the Newark Fire Department. Going out on accidental disability was not quite the way I was hoping to go out, but you play cards that your dealt and then find a way to turn it into a winning hand. Thank God for the work and foresight that our union's had, past and present, to reform our pension benefits so that we have the protection that we have (especially the medical), when we do have a career ending injury.
 I'm not a Yankee fan but if I was playing in the majors, that would be the team I would want to play for. And when I walked into almost any firehouse, whether it was on detail, overtime, move ups etc..
 I felt like I was in Yankee Stadium. I truly believe that we are the best firemen in the world, bar none. We had every type of building and construction that exist and were always able to find the right way to do the job. But all you guys know that. What you don't know is how much I respected and appreciated each and every one of you. No matter how deep we were in on the 3rd floor of a fully involved building or how hot is was, I never looked back because I knew that any second I would hear those saw's going and a back up line was never more than a half a length away.
 I could go on for hours but what I want to say is "Thanks guy's." You made a tough job fun. Though I never thought of the NFD as a job. More like a second home and second family.
 I'm going to miss it!!!
 To all my brothers still on the job, "STAY SAFE" and keep the tradition alive. To all my retired brothers, THANKS for all you taught me and being there when I needed you.

The State of New Jersey has issued final regulations for new legislation (P.L. 2005, c. 375 - Chapter 375) giving eligible adult dependents under age of 30 the opportunity to continue coverage (health and prescription only) as a dependent on their parent’s group health coverage.
 
ELIGIBILITY
 
This notice is to advise City subscribers (active and retirees) and COBRA enrollees that your eligible dependent(s) may be entitled to elect coverage if they meet the following criteria:
 
The child of the subscriber (biologically or by law) must be less than 30 years of age;
Unmarried;
No dependents of his/her own;
Is either a resident of New Jersey or is enrolled as a full-time student at an accredited institution of higher education;
Is not covered under any other group or individual health benefits plan and is not covered under Medicare; and
The dependent must have previously aged out of their parent’s group health plan.
 
ELECTION
 
To elect coverage the eligible dependent must make written election for coverage as follows:
 
Dependents who aged-out the City’s group policy before and up to May 12, 2006 have until May 11, 2007 to enroll, regardless of the anniversary date of the plan;
Dependents who aged-out of an in-force policy on or after May 12, 2006 must wait until the anniversary date of the plan and then may enroll as follows;
o Within 30 days prior to reaching the dependent limiting age;
o Within 30 days after meeting the dependent definition under the laws, if coverage for the dependent previously terminated;
o During an open enrollment period, as provided under the policy, if the dependents meets the requirements for the dependent status during the open enrollment period.
 
You may obtain the enrollment application by contacting the carrier directly (numbers provided on last page) or by visiting the Employee Benefits Unit. Horizon’s and Aetna’s continued dependents enrollment form must be submitted through the City’s Employee Benefits Unit.  You may submit your Cigna request through the carrier directly. 
 
RENEWAL DATES AND DEPENDENT LIMITING AGE (DLA) FOR THE CITY’S COVERAGE
 
HMO plans
Renewal date: January 1 of each year.  The dependent limiting age for the City’s HMO plans is the end of the year in which the child turns 23.
 
Hospitalization/Medical Surgical (Horizon-Portion of the City’s 2 Part Traditional Plan)
Renewal date:  August 1 of each year.  The dependent limiting age for the Horizon Hospitalization/Medical Surgical plan varies depending on your union affiliation or title designation.  Typically, eligible dependents of non-uniformed employees are covered up to the end of the year the child turns 19 and eligible dependents of uniformed/management employees are covered to the end of the year the child turns 23.  However, entitlement differs within certain bargaining unions or categories.  Therefore, you should contact the Employee Benefits Unit at the numbers below or review the bargaining union contract to obtain the actual DLA for your group.
 
Major Medical (Aetna â€" Portion of the City’s 2 Part Traditional Plan)

TERMINATION OF COVERAGE
 
Coverage will be provided until the earliest of:
the dependent’s 30th birthday;
the dependent no longer meets the eligibility criteria above;
the date on which coverage ceases for failure to make a timely premium payment;
the date on which the group plan terminates or the date the employee’s employer terminated participation under the group plan.
 
BILLING
 
The carrier will provide you with the actual cost of coverage.  Currently, the cost of coverage for Chapter 375 dependent coverage will be less than the cost of coverage for a single subscriber under the parent’s group coverage.  The City is not required and will not contribute toward the cost of covering a Chapter 375 dependent.  It is the responsibility of the parent or continuing dependent to pay the full cost of coverage.

It has been brought to our attention that Horizon Blue Cross is in the process of changing retired and active ID numbers. This is being done to protect against identity theft. The old ID numbers included SS numbers.  The new numbers will be sent to members in a matter of weeks. The problem is that your old number has already been replaced in the system and if you or your doctor submit a bill your ID number will not be recognized. The only explanation for this new format to be implemented without notification is that a serious security breach may have occurred regarding Horizon's data base. If you do experience this problem just call Horizon at 1-800-355-BLUE. This only affects members in the traditional plan.

Safety Tips of the Week

Keep lines and booster reels cracked when not in use. It's cold out there.
When pulling cielings, keep your back to your escape route.
Don't vent a car fire until a line is ready.
Be careful around non-upright acetylene tanks.
Have tank and facepiece ready in an elevator.
Don't leave home without a door wedge.
Stay close to wall climbing wood stairs.
Channel 1 will usually work to CP when channel 2 doesn't.
Don't give up your mask to a victim!
If your TRAPPED-- "MAYDAY"give floor#,and loc.(A,B,C,D). Turn on PASS, Activate emerg. button on radio.Helmet out window if feasible.Close all nearby doors.Stay low,conserve air supply.

A hook, Halligan bar or an axe diagonally across a window can be used to anchor a bailout rope.
When opening a roof with saw running make sure radio is being monitored by someone.

When venting from a fire escape,vent the most distant window first and look for bodies on floor under window
Have your radio emergency button identified to your company.
Know wind direction before riding into a large haz-mat.
Check hydrants for debris in barrel before hookup.
Check yards and alleys for bodies before taking up.

Let the company below know your going to floor above.
Take a rope bag and lifeline to roof
When ordered to evacuate--wait for co. on floor above to come down..
If your trapped in an elevator, activate emerg. stop button,force inner door and lift outer door latch.
In a Hi-Rise fire, count doors to stairwells on floor below before going to fire floor-----
If you run out of air, take refuge in nearest apartment.
When using outside lines stay clear of collapse zone.

Store fires--vent cellar by opening the void below display windows
Hi Rise fires--Trucks bring H2O ext.,search line,maul, halligan, flat head,rabbit,life line,lock breaker,extra air tank. one 6' hook,door wedges.(nobody said it was easy)
To anchor a roof ladder--make holes with pick or halligan tool
Extend aerial thru top third of window to vent
Look UP when climbing ladders
Bedroom search from window---hook window sill and hold butt end while searching
Place turntable at corner of bldg. if possible ( covers two sides)
Peaked roofs 30 degrees or more, you must use a roof ladder.
Do not go in a room more than 5 feet when fladhover is possible.
When smoke and heat force you to crouch or crawl, flashover is possible, be careful.
When you see flashes of flame mixed with smoke near the cieling, "rollover" possible.
Wear full PPE when approaching a 20 lb. propane tank fire. the relief valve may go suddenly. use fog stream
Do not cut ORANGE cable on hybrid vehicles
Park uphill from all vehicle fires
Taxpayer stores--cellar stairs usually near back door
CO alarms--10 PPM or higher must be corrected
Attach your PASS ALARM where you can activate it
MVA's check vicinity with TIC for ejections
Do not cut :GYPSUM" roofs
Avoid water on LNG leaks
Have dry chem and charged line ready at extrications
Underground electric grates can become energized
Lightweight truss--Floor and or roof collapse probable after 10 minutes of fire
"PAOs" Take your job seriously
Hi Rise Fires--Staging should be away from collapse zone (remember 9/11)
To open car hoods, smash grill and turn cable with halligan fork clockwise

It is with the deepest regret to announce the death of Firefighter Lawrence Webb of Engine Company 13 Tour 3. He will be missed by all who knew him. Our thoughts and prayers are with his family and the members of Engine 13 and Truck 6. May 22,2001 a sad day for the Newark F.D.
