5th Brigade Staff


Composition:


The Fifth Brigade Staff is composed of the following members: the Officer-In-Charge (OIC), the Deputy OIC (DOIC/S-2), the Training Officer (S-3), the Logistics Officer (S-4), the Information Officer (S-5), and the Brigade Sergeant Major (B/SGM).

Brigade Staff members may determine their individual support staff needs and delegate responsibilities accordingly. Any subordinants listed here report to their respective divisions, and with the exception of the Battalon OICs, are used as examples only.

Duties and Responsibilities:

Fifth Brigade Officer-In-Charge (OIC)
[S-1: Administraion] -


The 5th Brigade OIC reports bimonthly to COForceCom, and is responsible for the administration of the Brigade as a whole.

The OIC's duties include, but are not limited to:

a) Conveys all the news and directives from the Commandant and General Staff to the Brigade's Marines through the Staff Officers, Battalion and Unit OICs;

b) Relays via the chain of command, all reports, concerns and requests from the Units and Marines to the General Staff;

c) Works with the R5 Regional Coordinator and acts as liaison between Region Five and the Fifth Brigade;

d) Appoints all Brigade Staff Officers, and Battalion OICs;

e) Reviews all recommendations for Brigade-level awards, and issues them as appropriate. Also, chooses recipients for the Brigade's annual awards; and

f) Informs the members of Region Five, through its regional publication, what is happening in the Fifth Brigade.

5th Brigade Support Staff



€ Adjutant to the OIC 5BDE (BAdj) -

The Brigade Adjutant administratively assists the OIC, and maintains the Personnel files and database for the Brigade. This Personnel file is derived from Unit reports, and lists the achievements, awards, promotions and academy course completions of each Marine in the Brigade. The Brigade Adjutant provides this information to the OIC for use in considering candidates for the annual awards, and/or as requested. A Brigade Alert Roster is also developed from this database. The Adjutant reports to the OIC as needed, but no less than bimonthly.

Deputy Officer-In-Charge (DOIC)
[S-2: Operations] -


The DOIC reports bimonthly to the OIC, and is charged with the coordination of all operations within the 5th Brigade.

The DOIC's duties include, but are not limited to:

a) Compiles information from the Battalion (or Unit) Reports for the bimonthly report to the OIC, and follows-up on missing and late reports;

b) Disseminates information regarding SFMC policies and regulations;

c) Maintains the flow of information and support to the OIC so that the BDE may be administered efficiently and effectively;

d) Organizes the annual Brigade Muster by working with the R5 Summit Chairperson in providing a co-joined event; and

e) In the absence or incapacity of the OIC, temporarily assumes the role of Officer-In-Charge.

Battalions of the 5th Brigade (MSGs 500-599) 


• Battallion OICs report bimonthly to the Brigade DOIC [or the BDE OIC if there is no DOIC.] The Battalion OIC will:

a) represent and support the Units within the Battalion; and

b) recruit new Marines and attempt to create a Marine Unit on every chapter within the Battalion's jurisdiction.

Training Officer
[S-3: Training and Doctrine] -


The Training Officer reports bimonthly to the OIC, and is responsible for developing and conducting training for Unit and Battalion leaders, and Brigade staff members.

The S-3's duties include, but are not limited to:

a) Provides orientation and mentoring of new leaders;

b) Provides inservices for current leaders and Marines at Brigade Musters;

c) Assists with Honor Guard training, etc. for ceremonial functions;

d) Develops and maintains a Fifth Brigade Manual; and

e) Serves as a Liaison between the 5th Brigade and the STARFLEET Marine Academy (TRACOM).

€ Branch Specialists -

The S-3 is not concerned with 'fictional' training such as MOS as that is already taken care of by the SFMCA. However, if any Branch Specialists (such as a Brigade Chief Surgeon) are appointed by the OIC, these specialists will act as a liaison between their Branch and the 5th Brigade, and report to the S-3 as needed, but no less than bimonthly.

Logistics Officer
[S-4: Logistics and Supply] -


The Logistics Officer reports bimonthly to the OIC, and is responsible for locating appropriate facilities for Brigade functions, and for the merchandising of supplies for Brigade use.

The S-4's duties include, but are not limited to:

a) Provides for the acquisition and sale of promotional items such as t-shirts, hats, etc., and uniform supplies such as patches, ribbons, and accessories;

b) Serves as a liaison between 5th BDE and the R5 Treasurer, the SFI and/or SFMC Quartermasters;

c) Works with local units in locating and setting up venues for Brigade level events, and functions; and

d) Organizes all Brigade-wide recruiting efforts.

Information Officer
[S-5: Public Information and Communications] -


The Information Officer reports bimonthly to the OIC, and is responsible for overseeing all Brigade communications formats.

The S-5's duties include, but are not limited to:

a) Publishs a quarterly (electronic or printed) Brigade Newsletter;

b) Maintains the Brigade's web site, chat rooms, etc., and helps moderate the Brigade's electronic mailing/discussion listserver;

c) Assists Brigade Units who want to develop their own internet resources;

d) Provides, at the 5BDE OIC's direction, press releases to area newspapers and media; and

e) Coordinates any Brigade-wide charity or community service functions.

€ Press Liaison Officer (PLO)

A Press Liaison Officer may be appointed to assist the S-5 in providing articles to the Brigade's newsletter, the Corps publication Attention On Deck (AOD), and/or the Fleet publication Communiqué (CQ). The PLO reports to the S-5 as needed, but no less than bimonthly.

Brigade Sergeant Major (B/SGM) -


The B/SGM reports bimonthly to the OIC, and is responsible for maintaining contact with all of the Enlisted and NCO members of the Brigade. While the officers are responsible for getting the job done, NCOs have the job of figuring out how to do it.

The B/SGM's duties include, but are not lmited to:

a) Acts as an advisor and role model for the Enlisted and NCO members of the 5th Brigade;

b) Develops and maintains a Non-Commissioned Officer (NCO) chain of support, by recruiting and retaining NCOs;

c) Advises the 5th Brigade OIC and other members of the Brigade Staff on issues which concern the Enlisted and NCO ranks within the Brigade;

d) Assists the S-4 in organizing all Brigade-wide recruiting efforts; and

e) Assists the S-5 in the organization and promotion of charity and community service activities at all levels within the 5th Brigade.
