General Policies


Introduction


The purpose of this page is to ensure that all members of the 5th Brigade have access to the policies which are currently in effect.

1. CHAIN OF COMMAND:
======================

The Chain of Command should always be utilized first. However, the Brigade OIC should be contacted via the published e-mail or USPS address if:
a) after following the Chain of Command, you still have a question, suggestion, problem or concern that is not addressed to your satisfaction, or
b) a response is not given within a reasonable amount of time.

The Brigade OIC will respond to all messages as soon as possible.

2. REPORTING POLICY:
====================

Below is the standard reporting procedure that all units in the 5th Brigade should follow, and is in compliance with Forces Command Policy - 1002-01-10 (updated on 0201.10) All Unit, Battalion, and Brigade Staff reports should be sent to:

A copy of the report is automatically sent to the Brigade Adjutant for the Brigade file.

UNIT REPORTS:

Unit Reports are due into the Battalion OIC ¹ by the first of every Even Numbered Month. If received after the first but before the BN report deadline [the 7th] it will be recorded as Late. The BN OIC is required to make at least one attempt to acquire the report before recording it as Failure to Report [FTR] and must keep proof of this attempt.

¹ Note: If no Battalion OIC is designated, Units send their reports directly to the Brigade DOIC (or the BDE OIC if the DOIC post is vacant).

BATTALION REPORTS:

Battalion Reports are due into the Brigade DOIC by the Seventh of every Even Number Month. If received after the Seventh but before the BDE Staff Report deadline [the 14th] it will be recorded as Late. The BDE DOIC is required to make at least one attempt to acquire the report from an MSG listed as FTR on a BN report and/or one attempt to acquire a BN report before recording it as FTR. Proof must be kept for each attempt. If the BDE DOIC does not receive the report before his own reporting deadline the MSG or Battalion will be recorded as FTR.

BRIGADE STAFF REPORTS:

Brigade Staff Reports are due into the Brigade OIC by the Fourteenth of every Even Numbered Month. If received after the Fourteenth but before the BDE Report deadline [the 21st] it will be recorded as Late. The BDE OIC is required to make at least one attempt to acquire the report before recording it as FTR and must keep proof of this attempt. If the BDE OIC does not receive the report before his own reporting deadline the Brigade Staff Officer will be recorded as FTR.

BRIGADE REPORTS:

The Brigade OIC in turn must have the Brigade Report into COForceCom no later than the twenty-first of each Even Numbered Month. If received after the twenty-first but before the COForceCom Report deadline [the 28th] it will be recorded as Late. COForceCom must make at least one attempt to acquire the report from an MSG, battalion, or brigade before recording it as FTR. Proof must be kept for all attempts. If after one attempt COForceCom does not receive the report before his own reporting deadline the MSG, battalion, or brigade will be recorded as FTR.

Disciplinary Procedures:

If reporting procedures are not adhered to, the chain of command will perform the following:

a. UNITS:

After three FTRs in a twelve month period the Unit's Ship CO will be contacted and apprised of the situation. If more than four FTRs are recorded on any one unit in a twelve month period a request will be made with the ship's CO to replace the OIC or risk the Unit being put into Missing In Action (MIA) status. If, after eighteen months, there are six or more FTRs, that Unit will be placed In MIA status.

The Unit will be returned to Active status only after three consecutive On Time reports. MIA Units that record two consecutive FTRs will be placed in Lost In Action (LIA) status. The records will be placed in storage for future access and stricken from the database of Active Units. Numbers taken from LIA units will be placed back in the pool of numbers and reassigned. If the unit becomes active again before the number is assigned to another group they will have first choice at that number but only if the unit is still assigned to its original ship.

b. BATTALION OICs:

Battalion OICs who are late reporting twice in a twelve month period will be recorded as having one FTR for each pair of Late reports. Two FTRs in a twelve month period will result in the BN OIC being placed on probation. Once put on probation, the BN DOIC will be apprised of the situation and must make sure that the BN Reports for the remainder of the twelve months are received ON TIME by the BDE DOIC. Three FTRs in a twelve month period may result in the removal of the BN OIC. A decision will be made at that time by the BDE OIC whether the BN DOIC will replace the OIC or whether a new OIC will be appointed.

c. BRIGADE STAFF:

Brigade Staff who are late reporting twice in a twelve month period will be recorded as having one FTR for each pair of Late reports. Two FTRs in a twelve month period will result in the Staff member being put on probation. Once put on probation the Staff member will be apprised of the situation and must make sure the Reports for the remainder of the twelve months are received on time by the BDE OIC. Other probationary requirements may be set by the BDE OIC as he sees fit. Three FTRs in a twelve month period may result in the removal of the Staff member.

d. BRIGADE OICs:

If the Brigade OIC is late reporting twice in a twelve month period will be recorded as having one FTR for each pair of Late reports. Two FTRs in a twelve month period will result in the BDE OIC being placed on probation. Once put on probation, the BDE DOIC will be apprised of the situation and must make sure that the BDE Reports for the remainder of the twelve months are received ON TIME by COForceCom. Three FTRs in a twelve month period will result in the removal of the BDE OIC. COForceCom will decde whether the BDE DOIC will replace the OIC or whether a new OIC will be appointed.
